English for Speakers of Other Languages (ESOL)

The English for Speakers of Other Languages (ESOL) program provides services to English Language Learners (ELLs). ELLs are students who come from homes and backgrounds where languages other than English are spoken and who require specialized or modified instruction in both the English language and in their academic courses.

Our Mission

The mission of the ESOL Department is to ensure that ELLs are initially identified based on their responses to the Home Language Survey and that subsequently their English language proficiency is properly assessed to determine qualification for the ESOL program. ELLs are provided with equal access to all categorical programs and warrant comprehensible instruction to be able to meet their language and academic needs. The ESOL Department certifies that ELLs have access to academic content that is equal in scope, sequence, extensiveness, and complexity to the curricular offerings available to all FLVS Full Time students.

Florida Consent Decree

The Florida Consent Decree addresses the civil rights of ELL students. It is the framework the districts follow to maintain compliance with federal and state laws regarding the education of ELL students. The Consent Decree provides a structure that ensures the delivery of comprehensible instruction to ELLs, including:

  1. Identification and Assessment
  2. Equal Access to Appropriate Programming
  3. Equal Access to Appropriate Categorical and Other Programming for English Limited Learner (ELL) students
  4. Personnel
  5. Monitoring
  6. Outcome Measures
